Preheat the oven to 350°F (175°C).
Line a 12x16 inch baking sheet with parchment paper.
In a large mixing bowl, beat the egg whites until frothy. Add the cream of tartar and continue beating until soft peaks form.
Gradually add the sugar, one tablespoon at a time, while continuing to beat the mixture until stiff peaks form.
Fold in the vanilla extract and salt.
Pour the meringue mixture into the prepared baking sheet, and spread it out evenly.
Bake for 18-20 minutes or until the top is golden brown.
While the meringue is baking, prepare the custard filling. In a saucepan, combine the egg yolks, condensed milk, evaporated milk, and vanilla extract.
Cook over medium heat, stirring constantly, until the mixture thickens and coats the back of a spoon.
Remove from heat and let the custard cool to room temperature.
Once the meringue is done, remove it from the oven and let it cool for a few minutes.
Lay a clean kitchen towel on top of the meringue, then flip the meringue over onto the towel so that the top is facing down.
Carefully remove the parchment paper.
Spread the custard filling over the meringue, leaving about an inch of space around the edges.
Use the towel to roll up the meringue, starting from the short end.
Dust the rolled-up Brazo de Mercedes with powdered sugar.
Chill the roll in the refrigerator for at least 30 minutes before slicing and serving.
